s 52(1) LPA 1925 doesn't apply to leases of a term of three years or less - s 54(2) LPA 1925. I think this is what you probably mean by a 'short lease'.
Leases of more than seven years need to be registered if the land is already registered - s 27(2)(b)(i) LRA 2002. If the land is unregistered then the grant of a lease of more than seven years triggers compulsory first registration - s 4(1)(c)(i) LRA 2002. That is another possible meaning of 'short lease'.
In neither case is a lease of 10 years a 'short lease'. But note that 'short lease' is not a technical term. You need to cite the relevant statute (whichever of the above, if either, is relevant to what you are doing), and then say that your particular lease {does or does not need to be registered} / {can or can not be created by parol}.

For CGT a long lease has a remaining term of more than 50 years.
