Anybody know how this works? I need to get a letter to St. Hugh's, but don't really have a free moment to go there in person

Here we address it with Name & College/Department, hand it to a porter & ask them to send it on messenger.
Ask your college parents whether there's a specific system at yours or try the porters anyway?

It's usually porters - I've sent random things from many colleges/departments and they always seem to do it the same way.

no...not really.
At Keble we have a post box in the lodge, but you have to get the porter to fret it. Anyway, even if the porters don't do it themselves they are bound to know how you do... porters know everything!

i got chased by porters at corpus christi when i went up for the open day thing...that was scary

We have two post boxes in the lodge - one for Royal Mail and the other for university post. You just use it as you would a normal letter box.
