    Because as the current flows through the filament (which has a very high resistance since it's very thin), a lot of the electrical energy from the current used to oppose the resistance of the filament is converted into heat. This in turns makes ions in the metal lattice vibrate more strongly, opposing the flow of current further, which further increases the heat produces, etc. As a result, the resistance increases with increasing current so V and I are not directly proportional.
