Ok stupid question, of course it can but I mean how bright does it have to be?
A torch light probably isn't bright enough to give you permanent damage, but of course you're going to have bright spots/stars in your eyes or whatever you call it for a while after.

I hate to be the one to break this to you, but your eyesight may have been permanently damaged and some slight brain damage may have happened as well. Best way round this is to keep your eyes open (try not to blink) and let them adjust naturally in a darkened room for several hours. If you can do it, try not to fall asleep tonight as you may well wake up blind.

You'll lose all night vision and some normal vision for about approximately half an hour whilst the rhodopsin is regenerated.
