I suppose for a lot of the people who try them, they are looking for a quick fix - wanting to lose weight quickly (whether for health reasons, aesthetic reasons, whatever) without having to put the effort in (not for everyone, of course!), make long-term lifestyle changes, having to wait for results to show.
And I guess for some they don't know/understand (or necessarily want to know) the 'science' behind it, so maybe they don't think about the science/logic behind it, do the research etc, so maybe some people just see the claims advertised or the product and assume it will work for them.

They're lazy and want a shortcut.

Because they want a quick fix - if you have a lot of weight to lose, losing a pound a week might seem like a really daunting thing to have to do.
Also, not all scams are all that obvious. They may have very good websites, people who will talk the talk to sell things to you, testimonials including videos and before/after photos. Unless you're a particularly suspicious character, you may not stop to think whether all of these things are scams or not.
Plus, if you're very overweight and know that something has to change, you would probably do anything to get the weight gone quickly, and many people therefore try lots of different things.
Trust me, I've been there, done that, got the t shirt!

Many fat people may have become fat because of a lack of knowledge (even basic knowledge like calories in 10 pork pies vs your daily allowance) and so are idiots when attempting to lose it.
Some just want a quick fix or may be lazy.
Women especially seem to be easy to market to and try all kinds of idiotic magazine diets.
Most importantly though, i think that many people are either too weak or too unwilling to tackle the real issue.. their own mind and urges.
