    Firstly, the centre has to ensure by internal moderation that all the work has been marked to the same standard before the marks are submitted. If there are only a few entries then it is all sent off for moderation but if there are lots (>20) a sample is selected by the exam board and the centre has to send off those entries for moderation. A judgement on the centre's marking is made based on the sample. If the marking is considered out of line with the required standard then ALL the centres marks are adjusted based on the mismarking seen in the sample. (It may not be the same across the board, e.g. the marking could be considered OK at the top end but gradually getting over generous as the marks reduce and so the centre's marks will be moderated accordingly.)

    I have never seen any work moderated up.
