I'm currently doing coursework for A2 ICT Unit 4, I've done sections 1,2 and 3.
However I'm having some trouble with using Microsoft Access for my ICT solution, so I asked my teacher if it's possible to change programs as it's still quite early in development (some others have).

As I'm doing Computing AS Level (at another sixth form college) I have pretty good knowledge of Visual Basic .NET so the logical solution to my problem was to request that I program it in Visual Basic .NET & Windows Forms.

I had a look at the specification to check this was OK and it says nothing about not being allowed to program the entire solution, so I put forward my request to change...
...which was declined with the reason that 'doing it in Visual Basic will get you no marks'.

    Is this true?

I've wasted a lot of time today trying to get a form in the Microsoft Access solution to work properly, when I could've easily done the form in VB.NET within 1/2 hour with more progress.

If I do end up doing the whole thing in VB.NET, is it markable?

The only other possible reasons that my teacher would decline is that she doesn't actually know what VB.NET is (although I explained to her), that she 'needs to see the solution being built' (I can easily arrange access to each version of the project (different version on each compilation), or that she simply thinks I'm not good enough to do it (which I am, I've been programming for 5+ years).
