bit confused?

In two dimensions, find vector equation for the x axis? I don't get how to do it without any positions given?? am i missing something obvious HELP..

I just have one question where did the 1 come from in the direction column vector why is it 1 and not 2 etc?

The t before the direction vector can be any value, so it really doesn't matter.
