    suggest why some countries have a higher percentage of foreign citizens than others

    Countries with a higher foreign population have less demanding border crossing requirements.
    They are more open to people around the world.
    Such as the UKs ease on immigrants entering the UK.
    Some countries passports are not open to other countries. For example Pakistans passport will not allow you into Israel. This isn't Europe but yeah.

    Some countries are also more appealing to foreigners than others, often for economic reasons, or because they provide quality of life in other respects, and some are more easily accessible beyond just legal entry requirements. Easier to reach from the countries people are leaving, for example.
