Big differences in terms of consequences, unless you want to somehow argue that masturbation is as harmful as drugs (talking about illegal drugs, not caffeine and the like, obviously). Also, masturbation isn't addicting to the same extent for everyone - some people can go a fair few days without pretty easily.
