    so i received a broadcast from someone i don't keep in contact with anymore, and as such, they haven't been a part of my contacts in about 5 months or so.

    when you create a broadcast there is a disclaimer that states: "IMPORTANT: only contacts with +44 7XXX XXXXXX in their address book will receive your broadcast messages."

    so how was it possible for me to even get that message from her if she isn't in my contacts anymore?

    They are not on your block list, so if another person has your number, they can still send you a message
