You can try to appeal, but ultimately a decision is not official until it is communicated by ucas. So the phone call and the letter are not officially binding. If you don't meet the requirements or didn't come across well at interview then they can reject you.
If you speak to ucas you may be able to reinstate your other choice, but it's unlikely.
