Currently, I'm doing a foundation year at a University. After completing this course, I'm wishing to transfer to different University because I feel uncomfortable at the one I'm currently at.

After completing my Semester 1 exams, I feel I will need to resit some of the papers. However, my resits dates will be between 24 August 2015 to 5 September 2015. Results will probably come out before 10th September.

What is the likelihood of me being accepted (or even considered) for a September 2015 course, at a different University, after receiving my resit results?

Well, Clearing is still going on at that time, though there may not be much left in it. I'd start by contacting a few universities now and asking in principle how they would view things.

    Apply NOW.

You can apply with predicted grades (ie.like A levels) - you dont need to finish the course first. Your course tutor can write you a reference and predict your final grade(s) - they will be very used to doing this and they wont mind that you are applying to other Unis.

If you wait until September there will be nothing left.

Work out the courses/Unis you want to apply to, make some quick phone calls to find out if they are still open for applications, and get your PS written, reference organised and apply ASAP.

But you need to meet any conditional offers by August 31st, so even if the OP does get offers they won't be valid.
