If a person only organized a crime (say murder), what will be he in charge of according to the uk criminal law?

I believe it is classed as Conspiracy to Murder which can be a life sentence potentially.

Yeah, planning the crime with someone is still a crime if it is carried out in the future

Attempted Murder - Section 1 Criminal Attempts 1981 c47
Soliciting Murder - Section 4 Offences Against the Person 1861 c100
Manslaughter
Kidnapping

It's also a qualifying offence for retrial under Criminal Justice Act (2003) Part 1 Schedule V
