i get that too and it makes my mascara run grrr. if you looking into the wind then the cold air will make them water, its defense mechanism i think

Wear sunglasses.
Squint more often.
Get used to the wind, don't think about your eyes watering.

i get this, the last time i went to my opticians 8 years ago, she said it was because my glands i think, dont produce enough fluid per blink, lol, and so they are slightly dry on the inside, i was given the choice of eye drops if it was irratating but i left it as i couldnt bear to think putting drops into my eyes and now im blind (just kidding)
