How should I begin the letter?

Hi there, I should send a letter to an university about my financial status. Normal letter, not email. How should I begin this? So, what should I write, if the address is just ,,student recruitment and admission service" but in the end of the letter that they sent, stands the name of the Head of Admissions? Should I write ,, dear Ms XY" or dear Madame/Sir?

Write to the Head of Admissions and start it with their name :"Dear Prof/Dr/Mrs/Mr/Ms xxxxxx". End with "Yours sincerely".

Don't ever use "Dear Madame" - the extra "e" will make them sound like a brothel keeper!
