Looking to study at university in the UK from Australia, loans.

So I have a friend who grew up in N.Ireland and moved with her family to Australia 3 years ago. She is at the stage of applying to university and wants to study here in N.I. However, while she is a UK citizen but NOT a home resident she can't get a loan? She has to pay aprox £15000 upfront each year, despite growing up here. In Australia she can't get a loan because you have to be a citizen, whereas she is a home resident. She has to live in Australia for 6 years before becoming a citizen. I think this is extremely unfair, as it wasn't up to her when moving to Australia and there is no way her family can afford paying this. Does anyone know any way around this? Any advice is greatly appreciated! Thank you
