Is a third war in the Middle East imminent?

Obama has sent 4000 U.S. troops to Kuwait while seeking approval from Congress to use them in the fight against ISIS. Is this deployment the start of a gradual increase in force which will result in an all out war?

Austria believes so. When a self-proclaimed institution is willing to disturb the international order in such a way, damaging not only the political establishment of many countries but also innocent individuals, intervention is needed. Ignoring the problem does not resolve it, and therefore Austria supports the American military actions.
Israel notes that the war is already taking place, has been for several years, and has already claimed hundreds of thousands of lives, and seeks clarification as to whether the question is specifically about the possible large-scale deployment of American ground forces to join in the multi-sided hostilities.

The question is about a redeployment of U.S. troops to Iraq following their winding down of their duties in 2010.
