Palestinian groups face $218m fine for attacking Israel?

Claims have been made by 10 American families who were said to be harmed by attacks on Israel by Palestinian groups.

Is this fine acceptable considering it could be tripled under U.S. anti-terror laws?

Botswana: If families can manage to get $218m from the Palestinian attacks, how much can other victims who suffered from Israeli occupation can get billions?

The fine should stand, Palestine territories may be ruthlessly oppressed, however after that fact, their hands are still dirty and have killed civilians.
Ireland questions the jurisdiction of the United States to impose fines for acts committed on foreign soil by foreign nationals, and stands in solidarity with Palestinians resisting the illegal occupation of their land. Ireland calls on Palestinian authorities to refuse to recognise this unwarranted judgement, and for the United States to help its own citizens should they have suffered and advise them against travelling to active war zones in the future.

It seems U.S law stretches past the borders of the United States, Russia recalls the example of a British student nearly extradited to the USA for breaking U.S. law, despite his actions not being illegal in Britain where he committed the crime.
