EU Law problem question (direct effect)

Hi everyone. I'm having a little bit of a problem answering this question, any help on structure and solving the answer out would be great. Thanks

In June 2010, the Council by a qualified majority vote, adopted (fictitious) Directive 2010/200, a measure designed to increase the protection afford to young people at work. Among other things, the Directive provides that no young person shall be required to work at night. Member States were given three years in which to implement Directive.

The British Government, which believes that employment practices are best regulated by national governments, voted against its adoption in the Council and has since refused to implement the Directive

On the 20th November 2011, given the UK's continued refusal to implement the Directive, the Commission, without any consultation and without providing any justification, issued (fictitious) Decision 2011/747, addressed to the Confederation of British employers (CBE) requiring them, with immediate effect, to impose financial penalties on any of its members who employ young people under 18 years of age between the hour of 10 p.m and 8 a.m

Question:
Adam and Eve, who are both 19 years old and anxious to resist night shift working, have been threatened with dismissal by their respective employers if they refuse to work at night. Adam is employed with Doxford University and Eve works for Bestco plc. Advise Adam and Eve whether they can rely on Directive 2010/200 in any legal proceedings to uphold their refusal to work at night.
