Why should there be anything negative? Shy people are humans just like outgoing people are.

If someone is quiet, then maybe that person doesn't want to open their mouth for the sake of it?

Shy girls (esp. shy anime girls) can be cute, but I'm not usually attracted to those types IRL.

Don't think much of them. I respect that they prefer to be alone and want their own space away from others and prefer to stay silent.

That they are smart and have a lot to say if I can make them feel comfortable enough to say it

What a lovely, unjudgemental thing to say. In secondary school, people thought I was a snob because I was shy and got good grades. I actually got bullied for it and a boy thought it would be funny to punch me to make me speak. Fortunately, I've managed to get over a large part of my shyness, not thanks to them though.

A lot of people who are shy don't want to stay silent. They might be happy being silent some times, but they might also want to voice their opinions but due to anxiety feel restricted to being quiet.
