Luggage (Public Transport) Bill 2015
An Act to regulate the use of Luggage on public transport

BE IT ENACTED IN ACCORDANCE with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:-

1: Offences
Wearing an item of luggage whilst on public transport
(1) If a person wears an item of luggage whilst on public transport, he commits an offence.

2: Interpretation
For the purposes of section 1(1), above:
(a) Luggage includes:
(i) Rucksack
(ii) Backpack
(iii) Knapsack
(iv) Packsack
(v) Pack
(vi) Bergan

(b) Public transport includes
(i) Bus
(ii) Train, including the London Underground, Docklands Light Railway and tram services

3: Punishment
Whosoever shall be convicted upon an indictment for an offence of wearing an item of luggage whilst on public transport shall be liable to imprisonment for a term not exceeding 5 years, or a fine within band C on the standard scale, or both.

4: Commencement, Short Title and Extent
(1) This Act may be cited as the Luggage (Public Transport) Act 2015.
(2) This Act shall extend to the Great Britain and Northern Ireland; and
(3) Shall come into force on 1st April 2015.



Notes
A band C fine has a starting point of 150% weekly income and a range of 125%-175% weekly income.
