When VAT was introduced in 1973 by the Conservatives, it was 10%. Labour reduced it to 8% after coming to power in 1974.

The Conservatives then almost doubled it to 15% in 1979. Then the Conservatives raised it to 17.5% in 1991. The Conservatives raised it again in 2011 to 20%.

My bet is that they will raise it to 22.5% after the next election if they win, as they need new revenue to pay for their irresponsible election bribes.

Osborne refuses to rule out a rise in VAT, but the dog always returns to its vomit. They can't help it, it's in their nature. The British electorate is like the frog, and George Osborne is the scorpion.

Don't get stung again, vote Labour

I suppose the other analogy is that a dog always returns to its vomit.
