Can somebody translate this to English for me?:

The tenant or a person residing in or visiting the dwelling house has been guilty of conduct causing or likely to cause a nuisance or annoyance to a person residing, visiting or otherwise engaging in a lawful activity in the locality.

I don't understand the "or otherwise engaging in a lawful activity in the locality'...

Means anyone else nearby who isnt doing something dodgy. Basically anyone else who might be near to the house but isnt trying to rob the place etc. You could be forgiven for disturbing burglars.

it's a catch all provision related to who may have been affected by the nuisance or annoyance (anyone in the area, not just residents and visitors), probably reflecting the words of the relevant statute
