1. Excessive Prime Ministerial power(I.e prerogative)/ electoral system tends to produce landslide victories giving one party the power to dominate parliament and set it's agenda
2. Backbenchers often ignored by Government/ Private members bill ignored
3. In effective scrutinising(I.e PM just dodges questions in PMQ's)
4. parliament act 1911/1949 stops House of Lords blocking legislation for more than a year/ Sailsbury convention stops them blocking manifesto policies so cannot scrutinise them
