Postgraduate admissions are often slow to respond. In addition they will have been closed for several days over the Easter break (Thursday-Tuesday in many cases.)

Best to either email them or give them a ring to follow up on your application. Be polite, they will update you. Four weeks is not long to wait for an acceptance - but you are at least entitled to an acknowledgement of your application.

There will be some info about what they're looking for in the scholarship essay so have a read of that. You also want to talk about why this course and uni and how it fits with your career plans and why you need a scholarship and deserve one.
