Because the period was one of prosperity- called the golden years, whilst Stresemann was still alive, and making treaties. By 1929, when the Wall Street Crash happened in the USA, the country went into economic depression, as the USA called in all their loans. It was because of this, that Germany had many problems between 1929-1932, and the Chancellors were ineffective, so the German people were looking for scapegoats, and extreme parties like the Nazis and the KPD became a much more viable option.
