What happens when you react 1-chloropropane with silver nitrate? I thought it produces a white ppt, but the mark scheme said that there is no visible change?

Assuming there is some ethanol to act as a common solvent, 1-chloropropane will react (slowly) with water (in which the AgNO3 is dissolved) releasing Cl-, which react with the Ag+ producing a white ppt.

My suspicion is that you're not reading something correctly, either in the Q or the M/S, but unless I know which paper it is, I don't think that I can help you.

Is it a hydrolysis reaction?

If it is the June 2011 paper, it says on the right: Accept ‘small amount of precipitate’ or ‘precipitate forms slowly’.
1-chloropropane will react with H2O, but it is very slow, especially when compared to the reaction with ethanoyl chloride. The later will instantly create a ppt, the former will eventually make one, but the difference is stark and therefore the ppt can be used to identify which is which.
