    So its clear that many hospitals are in need of more doctors and nurses. So why doesn't the government change the regulation of the number of universities that offer the course?

    I can understand why there is a lack of nurses. The pay just isn't reflective of the job in the slightest, that and many student nurses have a romantic idea of what nursing is. That's quickly savaged on first placements I'm sure.

    Perhaps because it is cheaper to import doctors than to train them?

    It costs ~£300k to train one doctor. There's more to it than regulations.
