every person should be given a temporary paralyser when they are about to commit a crime which results in the death or the injury of a person,

So every new born is 'fitted' with a device capable of causing paralysis or death upon committing a crime.

Who has control of these devices? How do you guarantee they won't be 'hacked' or misused? Considering the large proportion of crimes occur then the authorities are involved you cannot predict its use a head of time (like Minority Report) so who makes the judgement between life and death? How quickly can the device be used? What is mistakes are made?
