eligible to get tuition AND maintenance loan without assessing house hold income?

It would be preferable to apply for further maintenance grant as well as the general loan for living costs but due to some annoying factors (such as one of my parents working abroad full time and thus, regarded as non residential citizen) this has made the applying process too complex to the point where I'm doubting whether it's worth going through the hassle.

Is it possible for me to get FULL tuition fee loan (paid directly to the uni) and the 65% of the maintenance loan - http://www.sfengland.slc.co.uk/householdincome - without giving evidence of my household income?

I don't think this level of confusion is at all necessary but I am seriously confused and would like some help/advice please!

As the above link will show, only grants require household income to be provided. All students will be entitled to a loan for tuition fees and part of the loan for maintenance without providing household income.

The process for overseas sponsors is not that difficult to follow, they simply send the form with evidence of their income in the tax year in question (because we cannot check with HMRC if this wasn't gained in the UK) and we will assess using those figures.
