Does the rhyme scheme count as a structure? What else counts??

Rhyme scheme is form, you can also mention the type of poem it is (i.e sonnet, ballad etc)

As above said, rhyme is form.

For structure, look at stanza length, when information is given (or held back), themes given to stanzas (e.g. in "The Patriot", the first 3 stanzas revolve around the narrators triumphant era whilst the other 3 are about his downfall), perhaps the effect of enjambment.
