You just haven't hit puberty yet, it will come with age.

Pubic hair comes around the time you hit puberty which averages between 9 and 12 years old, but in some cases can be as low as 7 or as high as 15. You just gotta wait, but if you're over this age, then you may want to talk to your parents about it and possibly consult a physician. The only reason why I say to consult one if you're over 15 is if you haven't entered puberty by then, your body may not be producing normal levels of hormones and they may need to diagnose why, and offer treatments if possible.

This happened to me so I just went to the barbers and asked for the hair on the floor, then I superglued it on. It's basically permanent and then you can decide whether you want any pretty patterns or colours.
