June 2010 AQA physics section A Fields and Further Mechanics q13

Hey guys, I am really struggling with Q13 on the June 2010 AQA physics paper (http://filestore.aqa.org.uk/subjects/AQA-PHYA4-1-W-QP-JUN10.PDF).

I understand generally how to get the answer, but the answer only comes by taking the potential of the negative -16uC charge as positive when surely it should be negative? I have been trying to work this out for ages but can't get my head around it. Surely both the field from the positive and negative charge should act to push the positive test charge to the right towards the negative test charge?

Any help would be massively appreciated.
