Is it possible...

Is it possible for someone to achieve about 5A*-C grades at GCSE level, begin a two year finance apprenticeship from age 16, yet whilst doing the apprenticeship independently study for A-Levels in both mathematics and economics which they may pay to sit exams in as an external student in order to attain two A-Level qualifications and have a two year apprenticeship in finance by age 18. After that may they have the chance to get an economics degree with the listed qualification.
So essentially, is it possible to pay for the chance to sit an A-Level exam without being an A-Level student, even if at a considerably small fee?
Furthermore, will this allow me to get a degree? If not would an additional one or two A-Level qualification aid this opportunity?
