Housemate has arranged to sub-let her room without telling me

I've just found out from one of my housemates (A) that another housemate (B) has organised for someone to come and take over her room from now until the tenancy ends in August. I haven't heard anything from B about this and our fourth housemate (C) only found out last night from A. According to A, B has spoken to the landlord and he's agreed but since we have a joint tenancy surely we all have to agree to a new housemate? I've tried to speak to B about this but I've knocked on her door and she's not answered. I don't want to have someone who I've never met left unsupervised in my home. I can't find anything on the internet specifically about sub-letting when you have a joint tenancy but it seems to say a new tenancy agreement needs to be drawn up and surely that would involve all the joint tenants signing it? I'm on benefits at the moment and I had to say who was living in the house with me. I worried that if someone new moves in then my benefits could be stopped.

Has anyone had this situation before and knows my rights as a joint tenant?
