What are you trying to do with it? What aspects of the framework are most important to you? "Is X framework better than Y framework" is a meaningless question.

Some of my friends who've used meteor advices me not to learn/use it, dunno why though. I currently only use nodejs + express and it does everything I need to do. Although I'm looking at learning angular js to be a full MEAN stack developer

What does it matter? Learn them both, use them where it makes sense. I personally think Meteor.js is very cool, and that's the one I'd go with first out of the two.

It depends on what you want to achieve. However, if it's solely for self development then Rails and then Ruby on Rails. Rails developers pick up very good salaries around the world so you'd be opening up plenty of doors by learning the language.
