Nobody pays it, the people that own the bonds take a hit. Whenever you buy a bond or a share you do so knowing it could potentially fail, it's part of capitalism.

The entire system based on interest is ridiculous. The debt that some of these countries have racked up is surreal. It's an absolute farce how the majority of the world's economy has been inundated with interest from day one. What a complete joke.
