how early am I allowed to come to Richmond park and start living there?

I believe it is Sept. 16th but just to make sure...
If I wish to arrive earlier than the said date, do I simply email the accommodation office and ask for the permission?

It's usually the Thursday before Welcome Week, which is the 17th this year.

I can only find early arrival information for last year so I don't know if it will be the same this year but you'll probably need to fill out a booking form and send it to your hall. According to that page, early arrival isn't available at Opal Gardens, Weston Hall, Victoria Hall or Horniman House. If they're unable to accommodate you, you'll need to find a hotel instead.
