Can somebody help me interpret this paper?

I am interested in tables 4-6, pgs. 16-18. The dependent variable is per capita GDP growth, and the main independent variable is inequality (market income Gini, total income Gini, and disposable income Gini, respectively in tables 4,5,6). Columns 3-5 in each table are 2SLS regressions. I can nowhere in the paper find a description of the instruments they are using. If anyone is willing to scan the paper and see if I am missing something or if it is indeed in error (it looks like they mislabeled column 5 in table 6, for example) and report back I would highly appreciate it.
FYI: This data is for Canadian provinces.
