The Football Spectators Bill 2015

A bill to allow standing in all football stadiums and redress inequalities in the treatment of football spectators and that of spectators of other sports.

BE IT ENACTED by the Queen's most excellent Majesty, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:-

1: Definitions
(1) 'The Green Guide' shall refer to 'The Guide to safety at Sports Grounds' published by The Department of Media, Sports and Culture.
(2) 'Fold-away seats' shall refer to removable seating in the style of those currently used at the Allianz Arena, Munich.
(3) 'Bolt-On seats' shall refer to the style of removable seating currently used at the Veltins Arena, Gelsenkirchen.
(4) 'Rail-Seats' shall refer to seats which can be stored in a locked position for standing and unlocked position for sitting. Such as those used at Ashton Gate, Bristol.
(5) 'Football Stadiums' will refer to stadiums shall refer to stadiums which host football matches at Step 5 in Non-League football and above.

2: Repeal of current legislation
(1) Section 1, 1A and 2 of the Sporting Events (Control of Alcohol etc.) 1985 shall be repealed.
(2) Section 11 of the Football Spectators Act 1989 shall be repealed.

3: Safe-Standing
(1) Football Stadiums will be permitted to use rail-seats, bolt-on seats and fold-away seats.
(2) All conventional terracing must follow the regulations set out in the Green Guide.

4: Regulation
(1) The FA shall be required to enforce the regulation in all football stadiums.

5: Alcohol Restrictions
(1) The Police shall no longer be able to designate alcohol free trains.

6: Commencement, Short Title and Extent
(1) This Act may be cited as the Football Spectators Act 2015.
(2) This Act shall extend to the United Kingdom;and
(3) Shall come into force on 1st January 2016.

in addition many of the arguments against standing at football stadiums such as safety and potential crowd trouble have been shown to be incorrect.

Football Spectators have long been subjected to different rules to those for spectators of other sports which is clearly unfair, in addition alcohol free trains and coaches often lead to the use of drugs instead of alcohol and are thus counter productive

What is rail seating?
Rail seating is a form of seating regularly used by a number of clubs on the continent and by the football supporters federation in their safe standing showcase. The seating consists of a metal railing with seats attached beneath the railing which can be locked up against the railing to allow safe standing with barriers on each row to prevent any possibility of crowd surges or crushes

What are Bolt-On Seats?
Bolt-on seats, also referred to clip on seats, are seats which are fully removable. While in seating mode, the seats are attached to alternate rows via a metal clip built into the rows. While in standing mode, the seats can be removed completely and be replaced by anti-surge barriers

What are Fold-Away Seats?
Fold away seats are seats built into the gradient of the stadium which fold away beneath the rows when not required, providing a normal terrace free of seat obstructions

Changes
Rather than rewriting seating legislation, the section referring to it is removed, allowing for greater variety in safe standing formats, as well as allowing clubs to react to new developments in safe standing without relying on Parliament to step out of the way again.
Addition of repeals allowing football spectators to consume alcohol on trains while travelling to games, allowing the trains to continue selling alcohol if they choose to.

Eh, I'm undecided on this. I'd prefer some more provisions being made for inspections, we can't risk another tragedy.

How would inspections help? There is absolutely nothing inherently unsafe about these structures. Hillsbrough was primarily a policing and crowd management failure compounded by the presence of a fence to prevent fans entering the pitch. There is no way that tragedy could re-occur.
