An increase in H+ content in the water reduces the levels of free solutes in the solution. Hence reducing the concentration gradient, similarly with a very basic solution there are alot of solutes in the solution, also reducing the concentration gradient. Either way pH reduces the amount of "free" water in the solution whether it be with H+ donors or acceptors so both have similar effects.
