for example I have already used up a year and I am now studying a sandwich course which I am going into year two for and looking to do a placement in my third year and graduating in my 4th year so does this 4 plus 1 rule apply and would I get full funding for each year

You won't get full funding for a placement year, you will get placement funding. You'll get full funding in your fourth year because the placement is integral to the course anyway.
