I was reading a forum on this site from several years ago in which someone stated that even though British students applying through UCAS can only choose Oxford or Cambridge, international students can apply to both. Most people shot this comment down, insisting that everyone must use the UCAS form. Everything I've read tells me this is true, but can you confirm that as an international student, I cannot try for both universities?

No you can't apply to both.
And internationals apply via UCAS, too.

If you want to make sure you want a correct info, it's often better to google it and check the official sites than asking a question in a public forum like this.
