Can I transfer straight into year 2 of a foundation degree?

I recently failed 2nd year of university at Northumbria but recieved a HNC level 4 in early years and counselling for passing year 1. I have applied to do the same course of children and young people but at foundation degree level but I was wondering can I transfer into year 2 of the foundation degree and do the top up of BA year 3 instead of doing year 1 again which I have an HNC already completed at university. I also have GCSEs and 3 Alevels in health and childcare. Would this be possible at Newcastle college? Advice needed please.
