When you apply to a durham college, is your application only considered by that one college? Or is your application looked at by other colleges too? Thanks.

Neither. It is judged by the department you wish to study in. Once most people have offers (only for the subject, not guaranteed to be the college you applied to) they begin college allocation. They try to balance the number of subjects within each college (so you won't get 100 chemists at one college and only 3 at another, for example). This is done by a computer, the colleges themselves do not consider each application i.e. based on personal statement. The computer will keep your preference in mind though.
