    I am thinking to apply for international relations PhD however I can not decide
    on topic. Do you decide on your topic first or it depends on supervisors?

    If you are self-funding, then you can do either. Formulate your own topic then tout it around suitable supervisors, or find people by whom you'd like to be supervised and formulate a topic (possibly with their help) which would interest them.

    If you can't afford to self-fund, then you will have to follow the money first. Look for funded PhDs which interest you and then work out how you can sell yourself as the ideal candidate.
