I start college tomorrow, and I was just wondering whether or not my predicted grades will be based off of my GCSEs or if ill be expected to take some sort of test a few weeks down the line?

you generally won't get predicted AS grades, some use a sort of IQ test alongside your GCSEs if they really want to know - some teachers will base it off of last years papers as mocks.
typically speaking though you won't get shown your predicted AS grade at all, only in A2 will they start showing you and that'll be based on your AS

I have never heard of using an IQ test to predict AS grades

At my sixth form we had to do tests a few weeks into our subjects. They combined the results with our GCSE grades to get our predicted grades.

Well, in my school it went like this:

in your first week of A2, you sit a test and based on the results of that test, your predicted grades are predicted.

    That's just from experience
I did my first year of AS at a boys only grammar school sixth form (as you could imagine they were quite the elitists and wanted to know progress throughout the whole year) so within the first few weeks we all took something similar to the 11+ which had verbal reasoning, maths, visual spatial tasks etc so basically like an IQ test which they used alongside our GCSE results to predict our AS grades

Its 3 years since I started college but when I was there the first I saw of predicted grades was when I had what is basically a school report. I believe these were based purely on what I did at GCSE and in the end bore no relation to my actual results both at AS and A2. Think there is some kind of computer system that basically crunches the numbers and spits out a guess.

Predictions are just guesstimates and they mean very little so don't worry about them too much.

Your target grades will be based on your GCSE results or some form of intelligence test (e.g. ALIS) or a mixture of the two. Your predicted grades may vary through the year or not be decided until the Summer term.
