Royals.
Muhammad and Jesus (this hypothesis includes dead and supernatural humans).
Greek gods (always human in natural and appearance).
Political leaders.

I can seldom think of societies in history that haven't sought a human to look up to/lead them - whether they be alive, dead, God-like, etc.

Ancient Greece: the Gods and royals.
Ancient Rome: the Gods and royals.
Soviet Russia: Stalin and Lenin.
Imperial Russia: Tsars.
Modern England: Queen Elizabeth II.
USA: The President.
Etc.
