I am currently doing A2 German, A2 Philosophy and A2 Business. At AS I got ACD for these 3 subjects. I am retaking 2 exams to push my AS grades to ABC. What would i be predicted?

Normally teachers never go a grade above what you had in your exams. Though often they use your UMS mark to best predict your grades. It's possible they will want your predictions to remain what they are now if you got a Low ACD, however you can always talk to them about what course you wanted to do at Uni, and if it requires higher predictions than that then they might always push your prediction up a bit

It often depends on the teacher, some will be strict because they think it will look bad on them/they don't want to give you false hope. Others will be quite generous and suit it to what you need for your university offer. I got predicted AAB (my uni offer) after getting BBC at AS. So you should be fine for a lot of universities with the grades you have.
